Inumerable discussions have shown that the Empire/Republic would lose terrifically if not for Centerpoint station, otherwise, they would have not the firepower nor endurance to combat the Imperium. Of course, their level of failure varies, dependant upon the power of both entities.

Sans the Borg, of course, they would pose the greatest threat, though it depends on which Imperium we are fighting here, be it that during the Age of Strife or the present.

I'm fairly certain that essentially every entity in the Star Trek Universe would have not to military drive, strength or support to sutain a campaign against the Imperium. They're relatively feeble, wheras the Imperium has been fighting constantly for 10,000 years. The loss of a single planet to any other entity than the borg would have monumentous impact, and the Imperium can devastate a planet quite easily. Daleks are a whole other entity that I'm far from knowledgable about. :P

The Federation only survived because The Enterprise was caught in the wake of the Borg Sphere. Daleks still have more firepower than their standard ground unit pepperpots.
