    Secret Imperatan projects require the stuff extensively, and also, the districts are of the capital city, though maybe in D2 or 1 I can have a hige military base underneath the city. I may build some sort of military base in the future though, now that i think about it...

    you should make one of the districts a military base, i mean, how do you invade things without any sort of military force? it just cant happen
