Fixed it by powering the DLAY with subframe SPRK. It turns out that DLAY is only as accurate as the SPRK you use to power it.

Now I have a really strange problem, DLAY is going out of sync for some reason and breaking the EXOT machine in the middle of ID:2012730

Actually, nevermind, the phase changes due to temperature changes are reversed when the temperature changes back.

Are there any other EXOT properties that could help sync a bit of EXOT?

I am trying to make a machine (Yes I know there are a lot of unfinished ones) that can sync the flash cycle of as much EXOT as possible. I know that changing the temperature has some effect on this, and that you can remove EXOT at a certain phase by adding NEUT and then putting an element next to it for a single frame, but I don't think it is possible to get any better than 1/244 of a random sample of EXOT using these techniques.
