Art saves are allowed unless a mod says otherwise. Deco or not, as far as I know.

While yes, art saves are technically not allowed on FP, the developers said "deco-only" saves, not art saves. There's a difference. So I'm pretty usre this passes FP guidelines. Also, it's spelled "vigilante" not "vigulanty".
