    It does this because the CO2 is extinguishing the fire, but then when it disperses, it can ignite again like normal on the C4.

    But this is not a 1:8 ratio, it is 1:4 ratio! Substantially different! Well, obviously the whole thing isn't 1:4 since there is C4 on two of the edges.
