The Longinus is a 22 m l/12 electromagnetic mass driver, firing projectiles at 90 km/s. Projectiles utilize basic shield technology avoid atmosphereic friction. Only one of these cannons survived the Imperium's fall, and is now an icon of their military.

Well, it is not located in the solar system. Also, railguns have recoil, acting on the breech and rails. The rails also repel themselves and cause serious strain on the materials, sometimes distorting the rails.

Or, the proppellent would deploy later, since inside, the recoil would break it.

mass drivers don't have recoil. they don't use proppellent.

Even if the projectile missed and detonated away from the target, there is still massive radiative heating and a plasma burst from what used to be the casing. A warhead of this size would have a yeild somewhere in the hundreds of megatons, so the damage would still be insane.
