There seems to be little information available on blue VIBR, so I'm publishing what i've found by experimentation. It may be useful for shielding or decorative effects.

make 1 of these except on exot since they are similer in ways and when exots life if 1500 it turns into the element its touching!

CFLM only changes tmp2. Life running out is what makes VIBR generate electricity. Once it has cycled down, it's done. Unless it is in contact with VIBR of a higher life value. To make a generator that gives a steady supply, you need a heckofa lot of different mixed value VIBR cells.

Well yeah, you are meant to make some CFLM touch the VIBR after it starts glowing and activates the explosion phase. I don't really think of VIBR in terms of properties lol. But if you are interested in the properties, I recommend reading the code on github: http://git.io/vR1t1 . It is well commented.
