i send a party of chariots to 98 215 to investigate. i also start construction of many airships, not just balloon ships, but also things with primitive wings(a tech that my scientists came up with)ready for my festival and Kevin's competition. people are trained to fly these machines and build them. the economy of my airship production city is boosted massively.

i make a grand airship festival in my capital (on the iceberg) as a memorial to The Mariner-the first airship built-to get money for funding new airships and ideas, to attract attention from the crazy guy(i was the one who pioneered airships anyway) and to improve diplomatic relations. All countries invited!
