    A senate is established in the Republic of Xephosa, and approves a constitution to outline the freedoms of Xephosan citizens, including the right for citizens to own the same weapons as the army, along with their armor. The senators are elected by the citizens, just as the president is. Cities are mostly self-governing with some federal oversight under the new governmental system established by this constitution.

    The Republic of Xephosa also officially adopts a system of democracy similar to Ultra's, allowing all citizens over 18 the right to vote. President Xelleld wins the first election under this new system.
