I research mining and expand. I then send my sea going sailing canoes to start a colony on the small island near me.

JackX: Read the spreadsheet; you need to research religions. ajkf2000: See above, but you need to research colonies. 3DRUS: I'm pretty sure that the person joining the NW has to actually ask to join.
