The UW may be a group that happened to control the milky way, or they might be one among many groups still in the milky way.

That sounds good. Maybe after a lot of them left, the UW formed?

A lot of these independent factions began colonising other galaxies, there was a large amount of them using prototype ships for this, and there were probably a lot of failed attemps, however the ones that survived grew into their own factions, which varied greatly in size, and added even more to the human race's diversity.

Just some history of humans that has already been established: Humans became very diverse after exploring the universe, different groups had different beliefs, different levels of technology, and acted mostly independently. Most kept their own versions of history too (Explains why there are multiple first and last human colonies).
