    The gravity acting on the craft is larger, just like any other craft in lower orbit.

    Well yeah, what I meant was that they take a while to become really efficient (granted they have low fuel consumption). Also ion engines are quite efficient, but suffer when in lower orbits.

    Dawn has an ion engine, and it's orbiting Ceres, which was really far away last time I checked. :P Also, that statement is false. Ion engines have a great ISP, but they have really low thrust.
