Fine, I do this with red. I only ask permission to use their tech vaults, and ask if they'd like to ally with me.

I send a few diplomats over that state, "Technology used by the enemy is evil, but can be redeemed by the use of allies.". I ask permission to enter one of the tech vaults so I may crush the evil technologies of my enemies. I also ask if they would like to help in crushing said enemies. Also I sent them to the Blue Luddites.
