Kevino, RNG says that the rebels enthusiasticly jumped at the oppurtunity to rebel, unfortunately one of their members was a snitch (They get payed very well) and informed the government of their plan. They were all put in jail.

@long The location is a seed bank. It is full of seeds from before the war, they produce a larger and more tasty volume than the mutated plants in the wild (Which is what everyone eats otherwise). You already know about penicillin, not about how to produce it though.

Regarding your nuclear powerplant, the people running it have very little idea how to actually run it, they just know that if the neeedle goes past the red stripe that they should hit the big red button and run away.

It's a bit funky. For technologies that are fully understood and can be reproduced, it's pretty much the 1920s. How ever, their are many things from before the war that have been maintained, these include but are not limited to: guns, bicycles, hydroelectric dams, small scale wind power, and in limited cases ICBMs and fission reactors.
