the electrons would react with the protons in an atomic core, forming them into neutrons and collapsing anything it came into contact with into a neutron start....

Well I guess antimatter would work. The Alexios superweapon worked with electrons though, the idea was that it fired massive amounts of super compressed electrons at relativistic speeds which would penetrate the nuclei of target atoms and cause them to collapse into masses of neutrons.
