    @Ana btw, the rebels are numerous and well equipped since they are a combination of factory workers (who were fired or were being payed less because of taxes), factory owners, and mercenaries hired by factory owners. Total they are 18,000 Railgun Snipers and 6,000 Railgun Infantry. They will stop fighting if you agree to lower industry taxes to below 101%.
