    It can there are 3 cranes inside the New Safe Confinement that can remove radioactive debris which is probably the whole reactor

    Deserts have sand storms the little debris will be carried with the wind to more and more areas eventually reaching towns and villages and Robots dont work due to the high ammount of radioactive material. Radiation causes major glitches to Technology. even pictures of the destroyed reactor have flashes and little blips in them
