A few people in Ultra's country feel discontent, as the population is spreading out really fast.

You already have all those things in your districts. It's a requirement for a territory to have a city, road and food processing plant for it to be a province.

I expand south build a city in district 3 then a road and a food procesing plant and I raise my industry taxes by 2% on all industries

No one developed a new tech. :( Subsidies are resetting (you have to remake them each day if you want to continue research), although I'm probably going to buff them.

I think I'm going to add a system so that players can directly buy tech, if they don't want to have to wait for the RNG to give it to them. It will cost far, far more than subsidizing the RNG for several turns, so it's a money-for-time thing.
