    Some of today's most realistic concepts for a permanent human presence on Venus call for a floating base above the surface, most likely help in place by theters enabling passengers and goods to be shipped up and down, and held in the sky with huge balloons. Given the dense carbon dioxide in the atmosphere, balloons are more effective on Venus than on Earth.
