Russia after war with Kazah and china was unstable, it released Siberia, but siberia ignored russians and attacked north russia, Then Russia got stronger with help of Byzantium and pushed siberians back, Threaty of Helsinki: Russia will release North siberia, Siberia and Kaukazia (wich colapsed after 4 years)
