PHOT turns into NEUT when it passes through INVS, which is not that cheaty. PHOT is produced by your ISOZ reactors, and you can also use GLOW to boost PHOT production a bit (though that's also not entirely un-cheaty). -

You can use polonium to create neutrons or use invs to turn photons into neutrons. -

More stable and faster wave for neut can be fusion of hygn(50 pressure+2000C), Or invs+phot/prot but it is also some kind of magic.
