    Loler1 Your 500 ships are UNDER CONSTRUCTION. You do not currently possess the manufacturing efficiency that other major nations have. the Fleet will take you a lot of time and money to build.

    Ill upgrade my navy to modern ships and send over the 200 modern ships Ill keep the other 200 doing excercises in my naval border with Astoch.
