    Have each state prepare for all out war. Create a naval blockade of 50 ships blocking ships going north. Have 30 other ships blockade the south eastern cannal between me and Umm.

    Begin developing underground bunkers for nuclear blasts. Have them be self sustaining and make one in all major cities. Use our old self sustaining bunker projects from the plauge era to help with research.

    By order of the Greopet Council: Begin mass militarizion of the country. Have raid drills be commenced every day. Military training to be buffed up. Train an additional 10k troops. Have the cities be fortified. Train all troops guerilla warfare, urban fighting, and train them to fight to the very end. Have citizens be alerted of Umm's hostility and to fight for their families and their land.
