Lets impliment a system where the best preforming and most experienced soldiers at their retiring age will become drill sergeants and teach the newer recruits the basics and make sure they are field ready -

So basically your grizzled veterans won't hand around very long before they are replaced by fresher recruits who aren't very experienced yet. Your division fighting capabilties will thus be very inconsistent and can range from mediocre to excellent.
