    Umm You have a shortage of training superiors, thus some high ranking officers have been allocated to your training program. Only 5000 troops will be able to mobilize, as 20000 is too many to keep track of and handle in present circumstances.

    Lets put all pressure on the southern one first and relocate our navy to stop them from getting troops out, also detain every single loyalist they have and "extract" info from them
