    you do realise the upper class and part of the goverment do not mix

    Have the upper class take part in the government and the councils aswell as enforcement.

    Create military bases around the country. Have them include training fields and zones for mock battles.

    Operation Black Skies: Divide the front lines in 2 divisions. 1st division will consist of 3000 troops advancing forward to enemy lines under night cover. They will distract enemy lines. 2nd division, 2000 men, will consist of regular and granadier squads. They will head for the mountains and bomb the enemy fleet. Have the navy move forward and assist the 2nd division on the destrucion of the enemy fleet. Send forward the 5000 men under the capital to the front lines.
