    Luis, your people already know how to farm, they aren't as stupid as someone here. You do not posess the ability to make steel as of now due to lack of money and possibility to try to make it. Same story with refining. Farms have been built but are empty as of now. Your scientists aren't exactly hyped about sending a kite out during a thunderstorm
