  Alien, a facility is under construction but again due to your low amount of spendable funds it isn't going to be anything big, but still will help you and your scientists out. Indoor plumbing is being researched but quite slowly due to a lack of proper infrastructure and equipment both that the scientists can used and what can make it possible

The province governors are now being elected what makes your people slightly happier. Your people have been put into jobs what has caused you to have more food and better sanitation

  Also I want to reform a few systems in my territory.. All provincial governors are to be elected by the people of the province, so the chances of civil unrest are lower. And I want my economy to be centered around meritocracy, all unskilled/homeless people will be made useful in the military or in certain civil service guilds like sanitation or agricultural labor.

  Umm Begin to research steam power. But before experimentation commences, I want a huge testing facility built in the northern plains. Have the compound walled off and have large warehouses and workshops for building and testing vehicles and engines.
