  By the first time I meant training elite troops for the first time as the cavalry before are unexperienced and worse than your footsoldiers

  4000 cavalry are being trained but due to the first time training some they are being trained slowly as your instructors need to learn how to train your men properly and the horses

  The public works are all under construction but are progressing slowly due to the amount and scale of the projects. The ships are getting loaded with supplies and some of your best scientists are being sent over to aliens lands. The homeless men are being recruited and are really thankful for having a full stomach and a shelter over their heads most of the time and the females are being put to use as cleaners.

  Also I want my homeless population put to use. Enlist all able bodied homeless male adults into the military, they are to recieve the standard grant of land after service. All elderly or female homeless people are to be recruited into the sanitation guild. They will be housed in large apartment complexes and paid based on collective performance.

  Umm Begin a public works project, have aqueducts built to funnel water supply into the bigger cities. And have every town, farming district, and city build a large disposal pit in which all waste, including human and animal excrement, sewage, garbage, etc are all burned with wood and coal fires.
