  I know this is a pretty f*cked up option, but expel all civilians from the city, send them into the no man's land or perhaps East into the highlands. Hopefully it helps the food problem.

  In any case, your people don't know how to heat up iron hot enough to get rid of all the impurities nor can they get rid of them in any other way due to the lack on knowledge and most likely resources thus steel mills are almost impossible to make. Steam engines are also quite impossible to make due to the lack of materials capable of withstanding the stress what comes with steam engines.
