    Damn, I can't tell the people that it is in preparation for war otherwise the blue nation will notice. Just tell my citizens that the taxes and quotas will be reduced very soon back to normal, this is just a temporary increase.

    Out of the 8 your secret service has found 7 of them dead, and able to capture another one alive, also none of the captured spies are giving you information. The tax raise has prooved quite effective in making your money income go up, altho made your people quite mildly infuriated

    Alright, concentrate the secret service on finding the other 8. Meanwhile hike up the agricultural quotas for war. Increase taxes by 5%. However, make it look like my nation is experiencing an economic depression, and that I am increasing quotas and taxes to save the aristocracy.
