Umm Hmmm, Round up as many pigs and sheep as possible and isolate them. Use a minor amount of wood to construct large fenced territories for grazing. Feed pigs at a controlled schedule with potatoes, and use the newgrown potatoes to simply plant more crop. As for the wheat, just deprive the sheep of wheat, they'll have to get used to grass or else we're gonna have a big surplus of Mutton.
The forests are largely, and suprisingly enough quite devoid of life, it may be centuries of hunting, or something else but the workers appreachiate the armed escorts, also fisheries are as of now about 30% of your nations food income due to the location you live in, all the other comes from farming attempts, some minor trade or now from your new farms
Have the government fund fisheries and prioritize those an agriculture. Also have armed men escort the workers while they work in the forests, in case they encounter dangerous animals
