Umm 30th Aug 2019MT, doing that would be defined as a act of war as the enemys ports are connected to oceans that the enemy has 100% control over. Surplus metal and steel are being distrubuted to the private sector and the goverment companies are now reliant fully on the extraction/production. Surplus is getting also directed to the infrastructure repair.

As for the economy, all surplus steel/ metal is to be distributed through grants to any and all private businesses. The government funded companies will rely directly on yields and no reserves.
