    MT, the demand of a tribute of such a size for such a small nation is understandably obsurd and thus they have declined and began constructing trenchlines across the entirety of the border (Sidenote, they are more advanced than you are as they have 800 RPM gatling guns and howitzers, basically ww1 tech but quite a unadvanced industry and a low manpower pool) and have prepared themselves for a war

    Now send them a demand. They are to pay tribute in 6000 tons of Steel per month to my domain. Inform them of what happened to the last kingdom that declined my offer. Tell them I am actually being pretty lenient this time, I didn't give the last kingdom a chance to pay tribute.

    With the designation of more engineers the research has been completed and you dockyards have been filled to their capacity, 100 ships have been retrofitted in the northern fleet nearest to your mainlands. Citizens are in a minor state of panic and your economy is tanking it but the dockyard buisness is booming. Steam power can be used for presses that can aid in making more lightweight and durable guns and other metal parts

    Get my engineers to work on that, and dedicate a smaller team to developing automated industry. See if our current steam power can be used to run mineral refineries and arms manufacturers.
