    Well, really I only want the Southwest land, but I might go for the rest to block Dmit off. Or I could take the Southwest land and let Dmit "take" the rest temporarily

    I would leave a moderate portion of their lands untouched to act as a resistance against me. That way the enemy provides a common threat to my population which is able to unite the country. Alexander the Great allowed Sparta to exist unannexed because they were hated by almost all the Greek city states, they acted as a bogeyman to draw Greek attention away from Macedonian rule.

    Well, when all else fails the territory itself is just negative revenue, there's no point in occupying such a costly collection of provinces.
