To balance the economical margin, bring some aid from mainland to keep our people from suffering poverty too much.   Send those 10 ships towards the northern coast where the 10,000 soldiers are being surrounded, we might need to get them out of there. The remaining 90 ships are to disperse throughout our coastline.

  It seems this war has no ending, their general is obviously unskilled in this kind of battle. If there is a time for intervention, it is now. Re-start the trading with the AI nation and send them some elite equipment, enough for their own 100 men force. Get our 100 elite dispersed throughout 10 of our fastest ships, each squadron accompanied by a platoon of 100 soldiers.
