    @Soapwurm Yes, you can create laws. You can even create pages for your countries, just please provide a link to this save and add the tag "countrieswide".

    @Soapwurm As for the war with the player: you can start a war whenever you want, but the percentage of half-rebels will begin to increase. About barbarians: you are already at war with them, but not with the kingdoms of barbarians, you can declare war on them.
