    defcon 4 and 5 are basically just "get ready," at most you can fire 3 nukes in the period

    you're in low risk because two countries are in range of eachother's nukes. capitals are always higher

    no, it's not risky, until you fire. This can not always be the case however, with other nations. I'll admit: I forgot about risk the past few moves
