Instead of developing a steam engine for cars, start experimenting with internal combustion chambers and different engine types. Continue to expand our steel and gunpowder production centers. Have more miners sent to the sulphur deposits. Meanwhile, train our troops on how to live on a warship, having demos of disasters on the seas to train them further. Have a national anthem made to increase moral for everyone in our empire.
