  Upgrade military technology. Build weapons on ships. Create basic mag-fed rifles. Develop firebombs. Fund military tech and engineering. Train 5k troops.

  Have the 2000 troops I have go into another formation, this time it will be a "hide in the trees/bushes and shoot at Romans" formation.

  Have any remaining troops follow the Romans from shooting distance (far enough for it to hit most of the time but not close enough to be noticed) and when the Roman sub-armies stop, my troops will hide and shoot at the troops from highly strategic spots. If spotted, they can attempt to run to another spot while shooting.
