    In other words, build up an army and you'll get lightning arrows for free.

    Military forces are supplied with Dust arrows automatically. Once you have a military, you'll get as many dust arrows as you need.

    SDC stores open in many of my cities, offering arrows tipped with fire Dust. One of their mines in your territory strikes lightning dust, adding to the selection. Yet another strikes Earth Dust. Another still strikes water and ice.
