    Start implementing a basic tax collection system, people with higher amounts of land/resources will pay a slightly higher tax amount. Establish a Democratic Republic of sorts, which will be be elected once every 5 years. A new school system will be made: Public schools that cost nothing, and universities that teach advanced knowledge will cost a bit depending on your income(money/resources). Speaking of which, invent money, using government printed small copper coins.

    also establish a city on the area of the continent my nation owns and set up decent supply routes betwen the city and my main island, improve schools and invest more resources into them and make 10 years of education manditory.

    Transport the expedition using a small fleet of sailing ships if i have them or lots of canoes if i do not. The expedition should have the orders to return to the nearest area on the continent inhabited by the Bantarian empire after 5 years of exploring.

    transport 600 of my 1000 soldiers to the continent with the orders to explore as much as they can for future colinisation efforts and to attempt to find new nations along with expert hunters and foragers to provide food or the expedition, some decent diplomats and plenty of supplies.
