    Begin basic mechanical drills with our steam engines, solely for mining resources. Intiate construction of a shared tri-state territory in our alliance borders. In the rural north, make multiple small villages for wood and ore extraction. Attempt to map areas with higher and lower ore density for better efficency.

    If it is me: Expand to the nearby plains. Take the good crops and plant them for better crops, since it seems that good stuff will make more good stuff.
