Continue research on lightweight and durable alloys for use in powered flight. Begin building vehicles for civilian use and reinforce the road infrastructure. Improve and reinforce the structure of buildings. Send out scouting parties to search for valuable materials nearby.

    Work on a cheap mass producable cargo ship called the Exploiter class. It's meant to be cheap to produce, cheap to maintain and use, and if possible make it able to limp back to harbor after it inevitably has a mechanical or structural breakdown, altho that is secondary in importance.
