  Outfit some of my troops in the army with bows and spears in order to allow for them to be able to combat enemy troops more effectively. Deploy the military police to the areas near to the plague to make sure people from the plague do not enter, and redirect our 10 ships once they have been upgraded to blockade the areas.

  Slow down expansion efforts until this plague has been dealt with in regions where people are in risk of contracting it. Begin working on basic medicines and vaccines if possible. Start retrofitting my navy with the newer and bigger ships. Set up more advanced naval and army academies meant to train captains (both military captains and ship captains) and above. Build 40 ships (seperate to the other ones), and train up 300 cavalry units.

  Increase the funding of the Imperial armed forces, and form a upper command structure composed of colonels, generals and a supreme commander with the task of leading all armed forces. All military members' loyalty must be absolute, or both them and their families will be killed for harboring heretics. Form the commissar core which will be made out of the best of the best soldiers to make sure the Emperor's will is being carried out, and that heretics are given a fate worthy of their sins.

  Begin setting up field hospitals near the plague, and start to gather up people that are suspected of being sick in order to interogate them and test cures on them. Send out field doctors equipped much like the doctors were during the bubonic plague. Continue furthering healthcare, at the cost of human lives if that is needed.

  build much larger schools, level 3 schools will have the most resources and the best, most quilified teachers. continue to expand mining efforts and look into ways of dectecting naturally occuring titanium veins. expand, where i can in every direction. research basic chemistry and more advanced mechanical components. create somthing similar to the periodic table, grouping substances together based on their properties. create basic hand powered drills for mining and expand my nations policeforce

  improve my nations schooling system, students will learn from ages 2 to 18, there will be three levels of schools (level 1, 2 and 3), students can go up a level every 4 years. level one schools will proveide a basic education needed for the typical stupid worker level 2 for more advanced workers/businessman and 3 for Researchers, there will be intelligence tests every 4years and depending on the score the student gets they will either go up a level (or possibly even2) or stay at the same level.

  put a large amount of materials, funding and resources into the steam engine project. research basic concreate, reinforced with metal rods, begin to use this in construction. research basic steel, if i dont have it alreaddy and if i do research stainless steel. research larger ships and continue to farm and selectively breed trees. select trees for very fast growth and huge amounts of wood.build more refinaries in my capital and make its outskirts a vast refinary district.
