  Start making carts and iron rails to carry resources in and out of mines, and make large quarries with simple hand-powered pullies to get resources out. Start making assembly lines for making steel, weapons, ect.

  Open a medical school to train doctors and a nursing school to train nurses. Create a psychiatry department in hospitals to asses patients and mental isntitutions to house them if deemed necessary(I couldn't fit it all in one order).

  Begin creating a welfare program that instead of paying the jobless, they provide them with housing/work in factories and civil construction projects. Improve our mining equipment. Create a penal system, that instead of imprisoning people, puts them to work in factories/mines, and teaches them skills they can use upon release. Have every patient's illness marked down on paper in hospitals to help us track any possible outbreaks.

  Begin making a stable school system where if you can't pass you have a chance to find a job at the mines or pay a fee to redo schooling. Begin upgrading roads and making bigger city blcoks at the capital. Begin to look into steam vehicles. Upgrade roads and start making deer farms down in the forests. Start making lumber mills/wind mills to grind wheat, make paper, ect.

  Build disaster preventing stockpiles and walls for various floods, droughts, or even earthquakes and fires. Train our citizens how and where to go. Build bunkers slightly underground with storm drains and reinforced cielings with iron beams. Build large mines and develop efficient Block Cave Mining Technique. Build simple hand-powered mining carts on a rail system that can be moved from the surface.

  E X P A N D using carts and the roads we built to new frontiers. If there are native people around our nation, encourage them to come in and become citizens for basic rights and security nets. Build more schools focused on science and physics. Search for more metals. Begin building a large extensive road network made out of paved roads that aren't just cobblestone. Build factories for civilian items and military equipment as well.

  Build factories for everyday goods as well, and some factories for military equipment. Have the architectural style for all governmental buildings be based on the Roman style. Have a national flag created. Have a special army unit created to guard the capital and government buildings. Have an intelligence bureau created to monitor senators to ensure they are not abusing their power in any way or participating in any illegal activities. Have a large mansion built for the chancellor.

  We can start controlled fires to burn down the excessive tree and plant growths and create firebreaks so it doesn't spread too far. Produce more stainless steel and try to perfect the recipe. Research triple masted ships and decked ships. Continue working on the steam engine. Build more mines and encourage the homeless and jobless to work in them. Develop more efficient farms to free up workforce.

  Allow citizens from every background to become senators. Form a university in the capital accessible to only the smartest minds. Other citizens are to go to colleges. Begin searching for copper and bronze. Create a citizen registry that is to be updated every year to gve us a good idea of how much food we need to produce on a monthly basis. Begin implementing a basic sewage system in all cities. Begin creating vineyards and pottery factories to stimulate the economy.
