Declare it law that all marriages require a contract. This contract will have a very high base price that will be increased or decreased by a variety of genetic factors. This is to ensure that only the rich and genetically superior are able to reproduce. Begin decreasing the land value somehow so that people are able to afford far larger houses so that all the houses can construct large palaces to dwell in. -
