    When the troop factory is built, there should be built a unit of infantry. Also, create a formal air force.

    To summerize.... I want to expand territorial claims a little to the south and much further north. I will build a single troop factory, and also roads and other general infrastructure. Take a population census, take control of private industries, and give tax breaks to families with children.
