Basically, the water always runs down the slopes, which are elevated and lowered by pistons to keep the water in constant motion. As bryiscool said, from the water's POV, its always going downhill.

if you were to stand on this you would only go up and then down over and over again in the same place

there is only vertical motion and gravity making the water go "downhill" to create directional motion and vertical motion creating diagonal motion
