  Work up an economy, via markets and, if possible, trade, and create more farmland and mines. Research better housing ideas, such as stone foundations, and find efficient ways to gather this stone. Develop a refined and less tribal culture, discipline warriors, and establish an honor code for them. When enough stone is aquired, create simple aquaducts to transport water easier.

  Expand territory and improve tool and weapon tech once again. Make ways to have better shiny rock tools, and forms of armor, not necessarily shiny rock, bite proof leather clothing would be good. Find ways to clean food and water before consumption to reduce sickness.

Take steps to make our language the language of traders across the continent to improve ease of trade. Begin construction of large markets and bazaars across the empire. Create propaganda and distribute it to all other nations. Tell them that our trade routes are the safest and fastest way to travel the continent and they should use our routes exclusively.
